Bulilima Rural District Council is a Local authority in Matabeleland South Province of Zimbabwe that falls directly under the Ministry of Local Government, Public Works and National Housing. It forms the last tier in the structure of Government which was established to deliver development planning and service to its communities. The District falls under Agro-ecological Natural regions IV and V which are regions of low agricultural potential due to shortage of moisture to facilitate agricultural production. The livelihoods of the communities in Bulilma District depend entirely on petty trade, cross border trading, livestock rearing, little crop production and remittances. The income of the Rural District Council comes from levying communities on their households, crop fields and other assets that they possess.
